Washington Lawmakers approved a rescue plan that could offer a way out of the housing crisis for a predicted 400,000 Americans. According to abc.com, under the plan, homeowners in trouble would get new 30-year fixed rate loans backed by the federal government. But to qualify, they'll have to spend 31% or more of their monthly income on mortgage payments. And it remains to be seen how many banks will let borrowers out of their current loans.
